Temporary housing permits provide options for survivors.

 

Fees associated with these temporary housing permits will be waived for Holiday Farm Fire survivors.

Obtaining building and land use permits offer many benefits both to the homeowner and the community.  Permits ensure a reasonable level of safety for residents from a variety of issues that could affect human health and wellbeing.  Permits also take into account the health and sustainability of the environment that many Oregonians enjoy.

Step 1: Submit your application

A six-month Emergency Placement Permit may be issued on a limited basis for:

  1. Temporary living quarters following a physical emergency on the property caused by flood, fire or other disaster.

  2. Temporary living quarters during the construction of a dwelling or mobile home placement, if a permit has been issued for that development.

Residents must submit an application packet in order to receive an Emergency Placement Permit.

There are two sections to every application packet: Planning and Building.

Planning

The Planning section requires a Site Plan. You can find information about creating a Site Plan online.

You will also need to know whether your property is 1) in a flood plain, 2) in a riparian zone, or 3) in a resource zone. You can find this information online.

Building

The Building section requires an electrical permit application if you intend to connect your temporary structure to the electrical grid. You can download the one-page electrical permit application online.

Depending upon your property, you may also need to apply for one of these permits:

  • On-Site Wastewater Permit: A site authorization may be required if the RV or other structure is connected to an existing septic system.

  • Plumbing Permit: This will vary with the site and could include extending sewer piping to the septic tank (this is not part of the septic permit); could include extending water line to RV or other structure.

Step 2: Permit issued

Permits, once issued, are valid for 180 days.

An emergency structure cannot be placed in the Flood Hazard area for more 180 days (6 months) without a Floodplain Development Permit.

Step 3: Renewing your permit

This permit may be renewed every six months at the discretion of the Building Official. For emergency permits approved as a result of the Holiday Farm Fire, the Building Official will waive the renewal fees.

If you would like to renew your permit, there are two forms to fill out:

  1. Building Permit Extension Request. In the “justification for extension” box, please also describe how your septic is being handled.

  2. Property Owner Authorization Form. (Some applicants may already have done this when you applied originally. If you did, we do not need a second form. If you are not sure, please fill out the form.) This form is to ensure that the person living the RV has permission to be there. If you are both the property owner and the person living in the RV, please fill out the top and bottom sections of the form. If you are a property owner with a friend or relative living on your property, please put the property owner’s information in the top box, and the RV’s occupant in the bottom box.

Once both forms are complete, please email them to marianne.nolte@lanecountyor.gov.

If your RV is in the floodplain, you should have received a letter from Lane County in late July 2021. The letter states that before you request to renew your permit in the floodplain the RV must be removed from the property for a reasonable amount of time and then brought back to the property. Once it’s brought back, your permit can be renewed using the process listed above.

Waste Disposal

During the first 6 months of an Emergency Placement Permit it is allowable to use an RV’s onboard sanitation system. Typically, the RV must be connected to an approved system after 180 days. However, we recognize that many survivors have not had an opportunity to rebuild yet and will waive that requirement as long as property owners can demonstrate that the waste is being handled in a safe manner.

Step 4: Permit issued

Renewed permits, once issued, are valid for another 180 days.
